A district judge has issued an order ruling against the city of Shawnee in its civil lawsuit against the local police union and a former police officer, court documents show.The case was filed back in January with the city of Shawnee as plaintiff vs. the International Union of Police Associations, Local No. 3, and Jon Arnett.
