Rivers was an Army staff sergeant when he was killed in 1944 and his remains are buried in France.
Mayor Sylvain Hinschberger, from Bourgaltroff, France, has been in Oklahoma for the past week to honor veterans, especially Rivers.
Monday, in a ceremony at the Tecumseh Veterans Memorial located adjacent to city hall, he honored Rivers.
Hinschberger, along with Gary Crosby, who is chief of police and commander of the Tecumseh American Legion, along with Eddy Parker, placed a wreath at the site to honor Rivers during a morning ceremony.
