The Shawnee Planning Commission approved a Conditional Use Permit for Shawnee Rescue Mission to begin work on an overnight shelter.
The commission voted to rezone the property to C-4, which is central business district. This rezoning allowed for the Conditional Use Permit to be applied.
Approval of the rezoning and the permit now falls to the city commission, as the planning commission is advisory only. Both items will be heard at the Nov. 5 city commission meeting.
The conditional use permit included stipulations. The shelter, rather than allowing single men, women, and families, will only allow families. The facility lowered the number of beds from 43 to 31. Security lighting will be required, along with lighting shields so the lighting does not affect the surrounding residences.
The Shawnee Rescue Mission will also be required to provide annual reports to the city commission beginning in May 2013. Additionally, fire and zoning codes must be met before the building can be occupied or used in other capacities.
Two other addendums were included. In order for a person to receive services from the Shawnee Rescue Mission they must have some tie to Shawnee. This was not specified as to what would qualify as a "tie."
Anyone receiving services must be a family, specifically single-parent families. However two-parent families will qualify as well.
This was against staff recommendation. Initially staff recommended the shelter be utilized only in case of inclement weather, such as blizzards or ice storms. Staff recommended after using the shelter in that capacity to allow the rescue mission to phase in the other uses.
The use of the property as a day shelter did not require a rezoning.
Bill Thurman, contractor for the project, said the facility will not be ready for use by this winter, as there is not enough time to construct it before the inclement weather begins.
These items, the rezoning and the conditional use permit, will both be heard at the 6:30 p.m. Monday, Nov. 5, Shawnee City Commission meeting at Shawnee City Hall in Commission Chambers.
