  • Commission places moratorium on homeless shelters

  • Shawnee City Commissioners voted 5-1 to approve a moratorium on “boarding or rooming houses in all zoning districts.”
     
    This action comes after the city commission voted down a request from the Shawnee Rescue Mission for rezoning at 204 N. Louisa to allow for a homeless shelter.
     
    The moratorium will only affect homeless shelters, and will not have an affect on any college dormitories or potential apartment homes.
     
    Commissioners Linda Agee, James Harrod, John Winterringer, Keith Hall, and Mayor Wes Mainord voted in favor of the moratorium. Commissioner Steve Smith dissented.
     
    Commissioner Pam Stephens was absent.
     
    The moratorium did not include a time limit.
     
    Additional items included unanimously awarding the Airport Pedestrian Trail Contract to Bishop Paving for the amount of $633,409.90.
     
    Original estimates put the repaving at about $400,000, however the low bid went to Bishop Paving, which resulted in a lack of more $200,000.
     
    City Engineer John Krywicki suggested commissioners consider using excess funds from the library re-roof project, the expo parking lot project, and the Healthy Cities Grant for $10,000.
     
    This more than made up for the shortfall, and commissioners voted unanimously to approve this funding option.
     
    Commissioners also voted on several rezoning items, including a Conditional Use Permit to allow the sale of beer and alcohol. This was requested by Dao and Cynthia Nguyen. The Nguyens plan to open a liquor store on 45th and Kickapoo streets.
     
    Another rezone request came from Chelsey Beauchamp, who had two requests. Beauchamp requested a Conditional Use Permit to allow her to place a mobile home on her lake property at 31909 Lake Road.
     
    Commissioners approved this request with the addendum that Beauchamp maintain the aesthetics of her property, receive approval from the Oklahoma Department of Health, and chose a mobile home from 1995 or later.
     
    Beauchamps’ other request was a Hardship Request to allow her to place a temporary mobile home on the one-acre parcel for her ailing grandmother.
     
    Smith moved to approve her request with the same guidelines as the other permit, however this motion died for lack of a second.
     
    Agee then moved to the deny the motion, stating that the one-acre plot is too small for two homes.
     
    The request was denied 5-1, with Agee, Harrod, Mainord, Hall, and Winterringer voting to deny, and Smith dissenting.
