Several matters are set to be considered by a full board of Shawnee City Commissioners — at the last meeting the board selected and seated Ben Salter to fill Ward 6. The position was vacated in December by former Commissioner Michael Dykstra.

The board appointed Salter to fill the remaining term — which ends in the fall 2018 — or until a special election, whichever comes first. Mayor Richard Finley said it is likely that a special election could be held within the next six to eight months.

A hearing for the routine rebalancing of ward boundaries is up for approval by the board. The proposed changes were originally set to be addressed at the last commission meeting, but after a deannexation request by St. Gregory's University was OK'd City Manager Justin Erickson explained that Ward 6 boundaries would need to be re-evaluated.

In other business, the city may get the go-ahead to enter into a contract with CLS & Associates, LLC for Park Design Services.

Bidding is set to open for the city's Wayfinding Signage project, and a bid may be awarded for the Pioneer Library Heat Pump Loop and Cooling Tower project.

Commissioners may authorize staff to make some purchases: a Pierce Ascendant 107’ aerial firefighting apparatus including loose firefighting equipment from Conrad Fire Equipment at a cost of $982,360.71; a Pierce PUC Pumper firefighting apparatus including loose firefighting equipment from Conrad Fire Equipment at a cost of $657,102.00.

The city may also declare a few items surplus and determine them to be distributed accordingly: a particular Shawnee Police Department vehicle may be sold for scrap; a particular Shawnee Police Department vehicle may be donated to the Oklahoma Baptist University Police Department; and a particular Shawnee Police Department vehicle may be donated to the Asher Police Department.

According to the agenda, the city is being offered a donation of land by the Jones Family Company LLC for public use. The property consists of two empty lots directly east of Celebration of Life Park on Main Street, across the street from the Shawnee Public Library.

The board will be asked to acknowledge the appointment of Finley, Ward 3 City Commissioner James Harrod and Ward 5 City Commissioner Lesa Shaw to the Strategic Planning subcommittee. Discussion and possible action to establish a City Commission subcommittee on Capital Projects and Strategic Planning.

After discussion at the last meeting, it was decided that the subcommittee should consist of three city commissioners. Once commissioners are selected, a determination will be made regarding the addition of other board members.

Commissioners will acknowledge the resignation of Dell Kerbs from the Planning Commission. He resigned after being elected state Representative for District 26 in November.

Commissioners plan to go into executive session to talk about the purchase or appraisal of real property — the location of which is not disclosed on the agenda.

On the Municipal Authority and Airport Authority agendas, there are no known items up for discussion or action other than approving minutes from the last meeting.

The 6:30 p.m. meeting will take place on Monday in the Commission Chambers at City Hall.
