Trust renews jail director's contract

The Pottawatomie County Public Safety Center trust reviewed and renewed Jail Director Sid Stell’s employment contract Monday, with no changes or increase in pay.
Stell, a Shawnee native with a career background in law enforcement and administration, became director of the jail in December 2007 and was hired on a three-year contract.
This review was his second since his hire. In 2008, he received an extra week of vacation and a $6,000 pay raise, which increased his annual salary to $60,000 per year.
The jail trust board, consisting of Chairman Rod Huffman and Trustees Terry Dyke and Russell Frantz, convened into executive session to conduct Stell’s annual review in accordance with the three-year contract.
With trust members Carolyn Bassett and Ken Fullbright absent from the monthly meeting, Huffman first asked the board if they wanted to go ahead and consider the review or possibly wait until the full board could be present. Discussion about Stell’s contract needing to be reviewed by Dec. 1 prompted a motion, so the board convened behind closed doors for about 50 minutes.
Returning to open meeting, there was little discussion, but a motion was made to continue Stell’s employment contract with no change in salary or vacation time.
At the end of his three-year contract, it also was discussed that the jail trust would go back to utilizing year-to-year contracts.
In other business, Stell reported that the average daily population at the jail for the past month consisted of 176 males, 22 females and three youthful offenders, for a total of 201 prisoners.
Increased food costs also have impacted the jail’s budget, with an average price per meal, per inmate, jumping to about $1.16 compared to the previous 91 cents per meal. Stell said for the month of October, 22,971 meal trays, including 434 trays for Carter Hall Juvenile Detention Center, were prepared, resulting in a food bill of $26,731 for the month.
Typically, a few of the jail detention officers also were eating meals while on duty, which prompted some discussion at last month’s meeting. Stell said a new policy is being activated that will recoup some funds to help with jail food costs.
Employees who want to eat jail-prepared meals while at work will be able to purchase meal tickets for $15, which would buy them 10 meals at a cost of $1.50 each, Stell said.
While discussing meals, Stell told the jail trust that holiday meals will be provided for inmates on Thanksgiving and Christmas.
For Thanksgiving, lunch will be provided by the Salvation Army of Shawnee, the same as in years past, and Christmas lunch will be provided this year by Downtown Pentecostal Holiness Church.
