Two locals promoted as OHP captains

Two local longtime Oklahoma Highway Patrolmen have been promoted to captains, and their promotions are effective immediately.

Shawnee resident Jim Upchurch has been promoted to captain, assuming duties as commander of the patrol’s troops headquartered in Oklahoma City.

Dale native and long-time resident Victor Lee has been promoted to captain and is assuming duties as commander of the Patrol’s Marine Enforcement Section (Troop W).

Upchurch, a 30-year veteran of the Highway Patrol, is a graduate of the 39th Oklahoma Highway Patrol Academy in 1982.   During his career he has served as a trooper in Troops A, N & S  He was promoted to lieutenant (supervisor) in 2006 and assigned duties within Troop S, where he will assume duties as commander of the statewide operation; which focuses on commercial motor vehicles traveling throughout the state.

Lee, a 27- year veteran of the Highway Patrol, is a graduate of the 41st Oklahoma Highway Patrol Academy, graduating in 1985. During his career he has served as a traffic trooper in Troop D, Okemah County and Troop A, Pottawatomie County. Lee was promoted to lieutenant (supervisor) in 2004 and worked in that capacity in Troops A and W. Lee’s other assignments include Troop T (Training division), and as a member of the Patrol’s Officer Assistance Program.

Originally from Holdenville, Capt. Upchurch graduated from Seminole High School in 1971, and obtained a Bachelor of Science degree in sociology from the University of Central Oklahoma (formerly: Central State University) in 1975. He has been married to his wife Kay for 35 years, and they have two daughters Courtney Upchurch and Kristi Splawn.

“I truly appreciate this opportunity, and I’m  looking forward to working with the outstanding men and women of Troop S in my new capacity,” said Upchurch.

Lee graduated from Dale High School in 1973, and is a veteran of the United States Marine Corps, serving from 1973 to 1976. He attended Seminole State College in 1977, and served on the Shawnee Police Department from 1976 through 1984; where he rose to the rank of Lieutenant. Lee has been married to his wife Sharla for 35 years, and they have two daughters,  Sarah Grounds of Broken Arrow, and Stacie Grayson of Shawnee. The Lees have five grandchildren.

“This is a dream-come-true, and I  look forward to working with the dedicated men and women of the Patrol’s Marine Enforcement Section,” said Lee.
