Loud music needs enforcement

As a new resident to the city of Shawnee, I am finding that even though there is a police officer residence around the corner from me, there are a few people who still drive with their car stereos blasting (bass maxed out) all hours of the day and night. I have heard them drive by my house at 2 and 3in the morning. The reason I know the times is I have a hard time sleeping and I glance at my clock and notice the time. Most city ordinances specifically prohibit any loud noise between the hours of 10 p.m. and 6 a.m. I am glad that the city of Shawnee completely prohibits the loud noise at any time.
Aren’t these people aware or don’t they care that there is a city ordinance prohibiting such loud noise and they can be fined up to $500? Aren’t they aware or don’t they care about the damage they are doing to their hearing and the hearing of their passengers, especially if these passengers are small children or babies?
I think the city of Shawnee is small enough for the police and county sheriff to put a stop to these drivers that insist upon driving around with their stereos blasting and disturbing the peace.
