He said during the Fiscal Years of 2015-2017 staff went through the process to develop a Parks Master Plan to improve the image and quality of the city parks.

“This Plan was used along with several public meetings to redesign six of our major parks,” Bryce said.

The parks on that list are Rotary Boy Scout, Woodland Veterans, Wiegant, Optimist, Kidspace and Celebration of Life parks.

“We are now ready to create the construction documents to allow us to go out for bid for the actual construction of two of these designs — Woodland Veterans Park and KidSpace Park,” he said.

At this point the city is looking for a firm to handle that through the Request for Professional Services Qualifications (RFQ) process, he said.

“Staff has advertised the RFQ in the newspaper and to our list of vendors,” Bryce said. “The firm chosen will be brought back to the commission for authorization to enter into contract.”

The bidding firms are listed as CLS & Associates LLC, in Oklahoma City; Howell & Vancuren, in Tulsa; Planning Design Group, in Tulsa; Guernsey, in Oklahoma City; and LAUD Studio, in Oklahoma City.

Bryce said the firms will be chosen on their qualifications, not a bid.

Listed improvements to the parks include:

• Site grading, erosion control

• Parking and drive improvements, Walks and Paving

• Lighting, Shelters, Restrooms, Pergolas, Fountains

• Playgroups, Spray Grounds, Sports Courts and Exercise Equipment

• Site Furnishings and Landscaping

According to Bryce's agenda memo, the estimated construction cost is $2,551,720.

The project will be funded through the temporary half cent sales tax that the citizens of Shawnee approved.

Commissioners voted to defer the item until bid packets could be adequately reviewed.
