This week applicant Hyatt Development, LLC, requested preliminary plat approval for Hyatt Addition, Section 4 — a 6.57-acre tract of land proposed to be subdivided into 25 single-family lots, as well as a common area for a detention pond. Access would be from extensions of Ariana Street and Adeline Drive.

But Hyatt owner Richard Whitecotton's request was confronted with concerns from neighbors who were under the impression this phase of the development project would bring with it improvements to nearby 42nd Street.

Previous plans were that 42nd Street would be getting improvements at the development's next phase, since the work done in the area would directly affect traffic all the way to 42nd Street.

But a change in owners and plans for the next phase has neighbors disappointed, because now the next portion of development isn't going that far — at least not for the time-being.

Addressing the Planning Commission, resident Chuck Glave said when development was going through the process in 2013, the next phase for the housing project promised improvements to 42nd Street.

City Planner Rebecca Blaine said in this case it is a different developer from before, and and the particular phase of the project is not adjacent to 42nd Street, so there is no access to it.

Everyone agreed that 42nd Street needs attention.

The issue now is determining who is responsible for improvements to the private road — the city doesn't have an obligation to make improvements to the street either.

Planning Commissioner David Bergsten encouraged the interested parties to approach city officials so communications could begin with all relevant property owners along 42nd Street, so discussions and/or a plan can be formulated to make improvements to the road.

Planning commissioners voted unanimously to approve a recommendation to Shawnee City Commissioners that the preliminary plat be OK'd. The matter is set to be heard by City Commissioners at their next meeting, which is 6 p.m. Tuesday at City Hall.
